Defence Lecture Series

We are very pleased to announce a lecture series on the challenges facing Defence and National Security. Issues to be discussed include nuclear policy and deterrence, COVID-19, economics and national security, resource security and the role of Australia as a middle-power in the Indo-Pacific. At our first lecture on 24 November we will be joined by guest speaker Dr Cathy Moloney.

The first lecture in our series will be presented by Dr Cathy Moloney, a Visiting Fellow at ANU. Cathy will be speaking to her paper published by the Lowy Institute titled: AUKUS and the nuclear non-proliferation regime. 

Australia has already entered a transformational security environment that is changing both deterrence and assurance requirements. Australian policy has consistently recognised that special arrangements need to be put in place to distinguish between the civil and military applications of nuclear energy. Nuclear agencies say it is too early to speculate what legislative and infrastructure changes are required to support the nuclear-powered submarine project. Understanding what is required for nuclear stewardship will be challenging without a domestic nuclear power industry. This lecture reviews Australia’s nuclear policy and its strategic implications.

Guest Speaker

Dr Cathy Moloney

Dr Cathy Moloney is a visiting Fellow at Australian National University. Cathy has over a decade of academic experience in International Relations, National Security, and Higher Education Teaching and Learning. She has held roles as a Lecturer, Course Convener and Supervisor in International Security and International Relations at both the undergraduate and postgraduate levels. Cathy has been a Senior Academic Researcher on projects covering nuclear command and control, Australian nuclear policy, and Australian engagement with Asia among others.

Dr Moloney is internationally and domestically published in the areas of Australian nuclear and foreign policy; escalation control and deterrence; hypersonic weapons; and defence policy. She holds a Doctor of Philosophy (PhD) in Australian Nuclear Policy and International Relations (Griffith University), Master of International Politics, MIP (1st Class) (University of Melbourne) and Bachelor of International Relations, BIR (Griffith University).
